European ruling concerning restrictions on liquids

New EU Regulation concerning the Liquids Ban (EU No 1546/2006)

Since 6 November 2006 the new EU Regulation concerning the Liquids Ban for cabin luggage covers all flights leaving from an airport within the EU whatever their destination and whatever the nationality of the airline.

Since 6 November liquids packed in cabin luggage must be in individual containers with a maximum capacity of 100 milliliters each. These containers must be packed in one transparent, re-sealable plastic bag of no more than 1 liter capacity (for ex. a freezer bag) and this bag must be presented to the screeners at security check points for inspection. Re-sealable means: allowing the passenger to close the bag firmly and screeners to open it to check the content such as bags that contain an integral seal such as "zip lock" bags, or bags with pressable seals.

Exceptions are medicine and dietary requirements, including baby food, for use during the trip. The quantity of medicine needed is trip and person related and may therefore exceed 100 milliliters.

Are considered liquids under this regulation: water and other drinks, soup, syrup, perfume, gels (including hair and shower gels), pastes (including toothpaste), creams, lotions and oils, sprays, contents of pressurized containers as shaving foam or deodorants, liquid-solid mixtures and any other item of similar consistency.

For liquids packed in checked in luggage there are no changes.

Liquids purchased in Airport Shops located beyond the point where the boarding pass is checked, as is the case at Luxembourg Airport, will be put in a sealed bag. No restrictions on quantity apply. However, if the passenger is afterwards in transit at another EU airport where he will be screened, he should keep the bag sealed and keep the receipt as proof of his purchase.

Important clarifications on liquids ban regulation concerning medicines and dietary requirements.

Following several complaints from diabetics on airlines and airports who are supposedly advising them that only the insulin needed during their first flight is permitted in hand luggage, the authorities of the AEA (Association of European Airlines) would like to prevent a too strict application of the new rules concerning patients such as diabetics.
In fact, the regulation allows passengers to carry with them medicines and dietary requirements to be used during their trip. The term "trip" implies the flight out, the time spent at the destination and the flight back, and thus has a different meaning than "flight".

Bulky hand luggage

If passengers plan to travel with bulky or fragile carry-on items (musical instruments e.g. cellos …) likely to require the blocking out or use of (an) additional seat(s) - whether or not the seat(s) must be removed for this purpose -, prior approval by the Customer Service Center must be given. The charge for such baggage shall be the same as a passenger fare without the airport taxes. The accepted carry-on items shall not weigh more than 75kg per seat and shall not exceed a length of 140cm.
They shall be transported preferably on the window seat and in such a way that they can be easily fastened on the seat using the seat belt, and / or an additional extension belt if needed. None of these carry-on items shall be placed on an emergency exit seat.

Extra seats for personal comfort:
The charge for such an extra seat shall be the same as a passenger fare without the airport taxes. In case of extra seats for infants, the charge shall be the same as a child fare without the airport taxes.
